The Web Education Laboratory, LLC, owner of the Portal for Student and Professional Counselors (PSPC), claims compilation copyright for each of its files, pursuant to Title 17, United States Code (§ 103[b]). Title 17, United States Code (§ 101), states that: 

"A 'compilation' is a work formed by the collection and assembling of preexisting materials or of data that are selected, coordinated, or arranged in such a way that the resulting work as a whole constitutes an original work of authorship. The term 'compilation' includes collective works."

The PSPC respects the copyright ownership of Web sites and documents that are linked from within this portal. Therefore, no claim, explicit or implicit, is made to minimize the ownership of Web sites for which annotations and links are provided. 

Subwebs that are linked from within this portal include original content with an appropriately noted copyright, and collective works that are consistent with a compilation copyright claims.

Framesets

The use of framesets (a.k.a., frames) to link files from within the Portal for Student and Professional Counselors (PSPC) and related subwebs is forbidden. (Case law remains somewhat unclear about the legal status of "links within framesets"--notwithstanding, netiquette principles related to "good Web site design" favors the prohibition of links to Web site files within a frameset.)
